KBI Update

March 18, 2024

Good afternoon, readers

The Oscar Olea sex case took a controversial turn this week.

Our lead story (which we first to report), is how the lead detective denigrated an alleged victim and witness. Olea faces charges of having sex with two teenage students more than a decade ago. He has pleaded not guilty.

In other island news, the Council also appears poised to extend the scooter ban. Our reader poll on scooters and e-bikes is still running – deadline is Wednesday, so don’t forget to vote with the link below.

We also covered how the widow of firefighter Ron Erbel, who responded to the World Trade Center attack, is trying to get his cancer death designated as line of duty.

The Key Biscayne Police Department launched an internal investigation into recorded comments made by a lead detective and other officers in the Oscar Olea investigation. They include jokes about their genitals made minutes after speaking to an alleged rape victim.

The recording was made by Det. Fernando Carvajal on his mobile phone, the State Attorney’s Office said Tuesday. Officials insisted it will not undermine prosecutors’ cases. The names of alleged victims were redacted by officials.

In another convoluted discussion on e-bikes and electric scooters, the Key Biscayne VIllage Council on Tuesday signaled it is likely to extend the current 60-day ban on micromobility devices when it expires next month.

The Council enacted the restrictions Feb. 16, two days after Megan Andrews, a beloved tutor, was killed when her regular bicycle collided with an e-bike driven by a 12-year-old.

The Village Council voted unanimously this week to bestow a $75,000 death benefit to the family of Ronald Erbel, the firefighter who died of cancer after responding to the World Trade Center following the 2001 terrorist attack.

But his widow still wants Key Biscayne to designate Erbel’s death as occurring in the line of duty – a term that decades later is still legally unsettled.

An expert on organizing neighborhood watch groups in crime-ridden areas in Miami-Dade County appeared puzzled Thursday about calls to form an anti-crime group on Key Biscayne in the wake of two different felony child sex cases.

“Right now you’re in a place that’s very safe in comparison to other areas we come from,” said Vivian Havlin, executive director of Citizens’ Crime Watch of Miami-Dade County Inc., a non-profit organization.
